How is the MCCF funded?

Local Commissions on Children and Families (LCCF) are funded with State and Federal dollars. In addition, some LCCFs are partially funded by County dollars and/or grant dollars from other sources. CCF is required to use a portion of its budget to give grants to local agencies or businesses providing services or programs to children and families. The CCF budget is divided into grant streams for this purpose. A brief description of each of the grant streams can be found below:

Child Care and Development Fund (federal) 0-13, except for special needs children 0-8 Program and services which promote outcomes identified in the comprehensive plan to increase and stabilize the supply and quality of child care for low income parents and/or student parents. Emphasis should be placed on school age child care; infant/toddler child care; part time care; care during non-traditional hours and sick child care. Highest priority shall be given to areas where school districts are eligible for Chapter 1 grants, areas with high concentrations of poverty, areas of high and low population density.  
Children, Youth, and Families 0-18 and their families These funds are to be allocated based on priorities identified in Local Coordinated Comprehensive Plans and directed toward research-based systems, programs or initiatives. These funds are to allow maximum flexibility by counties to fund those areas of highest priority.  
Court Appointed Special Advocates (CASA) 0-18 years old CASA programs meeting the Oregon Revised Statutes and National CASA standard for service promoting outcomes identified in the comprehensive plan. Designated CASA funds
Great Start Children newborn to eight years of age Program and services that promote outcomes identified in the comprehensive plan including, but not limited to research-based early childhood programs in county settings and to services that have proven to be successful and that meet the needs of the community.  
Healthy Start Prenatal to 5 years of age and their families (cover 70% of first births) Provides funding for home visitation by a family support worker to every family, within the ability of the available funding initiated prenatally or at the time of the birth of the first child. Worker provides family support services such as, but not limited to: screening and assessment, nutritional information, parenting skill building, child development screening, services directed at psycho-social needs, and referral to needed community services. Enable the families assessed with greater risk characteristics to access family centered ongoing home visits, and partners with the local County Health Department. Designated to a Healthy Start program. Planning is underway on how to best implement in Malheur County.
Family Preservation and Support All children and their families Family PreservationFamily preservation services refers to services for children and families designed to protect children from harm and help families (including foster, adoptive, and extended families) at risk or in crisis. Family SupportFamily support services means community-based services to promote the well-being of children and families designed to increase the strength and stability of families (including adoptive, foster, and extended families), to increase parents confidence and competence in their parenting abilities, to afford children a stable and supportive family environment, and otherwise to enhance child development.  
Youth Investment (Federal) Middle school age through high school age Non-stigmatizing programs and services to non-delinquents youth who are chronically acting out and/or who are victims of neglect to promote outcomes identified in the comprehensive plan including, but not limited to: positive self-concept, family support services, family/crisis intervention, shelter care and community centers for the care and treatment of youth. Equal consideration of girls will be given in the design of services for this population.
